FIELD : agriculture. SUBSTANCE : invention relates to meteorology, and can be used to create clouds and incitation of precipitation. The ascending air is heated at several levels from the sun-heated blackened surface. The device for implementing this method consists of a sun-heated multi-tiered system of tethered balloons with blackened cylinders. The cylinders are arranged in the form of several tiers located one above the other. On the tiers the grounded emitters of electrons are fixed which are corona producing in the electric field of the Earth. The height of the upper and lower tiers, their shape, size and spacing between them are determined by the meteorological conditions and the task. EFFECT : more effective formation of clouds and stimulation of precipitation is provided, while reduction of energy costs is achieved. 3 cl
