PROBLEM TO BE SOLVED : To provide a dielectric ceramic composition showing excellent characteristic even under high electric field intensity, and to provide a ceramic electronic component in which the dielectric ceramic composition is applied into a dielectric layer. SOLUTION : This dielectric ceramic composition contains barium titanate as a main component, and also contains a ≥5.0 mol% accessory component based on the 100 mol barium titanate. The accessory component has an oxide of a rare earth element. The dielectric ceramic composition has as dielectric particles, core shell structure particles 21 having a core shell structure comprising a core 21a and a shell 21b existing around the core, in which R element is solid-dissolved; and wholly solid-dissolved particles 22 in which the R element is solid-dissolved into the whole dielectric particles, wherein, assuming that the percentage of the number of the wholly solid-dissolved particles 22 is x(%), the inequality x≥10 is satisfied with respect to 100% of the number of the dielectric particles.
