PROBLEM TO BE SOLVED : To provide a method of manufacturing a light-emitting device which uses a sialon based phosphor and is highly efficient. SOLUTION : In one embodiment, a light-emitting element is mounted on the surface of a substrate. A mask in which a region where a light-emitting element is mounted is opened is placed on the substrate. The resin containing such phosphor as contains a composition represented by a general formula (1), being plate-like particles, with average particle size being 12 μm or larger, is applied on the mask. A resin except for the resin that has filled the opening part is removed from the mask surface using squeegee. The mask is removed from the substrate, and is subjected to a thermal treatment for curing the resin. (1) (M1-x1Eux1)3-ySi13-zAl3+zO2+uN21-w, where M is an element selected from among IA group element, IIA group element, IIIA group element, IIIB group element except for Al, rare earth element, and IVB group element.
