PROBLEM TO BE SOLVED : To provide a construction sludge-treated soil preparation system and method which can efficiently detoxify heavy metals contained in construction sludge, and prepare construction sludge-treated soil suitable for being used as a soil material from the construction sludge. SOLUTION : The construction sludge-treated soil preparation system 10 for treating construction sludge which is a mixture of contaminated soil having a possibility of eluting heavy metals and water to prepare treated soil free from the elution of the heavy metals comprises a mixing means 15 for mixing a chemical for detoxifying heavy metals with the construction sludge, and a solid-liquid separation means 9 for solid-liquid separating a mixture obtained in the mixing means 15 into a solid part (construction sludge-treated soil) and a liquid part.
