PROBLEM TO BE SOLVED : To provide a method for manufacturing a non-oriented electromagnetic steel plate having high flux density in the rolling direction of the steel plate. SOLUTION : In the method for manufacturing the non-oriented electromagnetic steel plate by hot-rolling, cold-rolling and finish-annealing a steel raw material which contains : 0.03% by mass or lower of C; 4% by mass or lower of Si; 0.03 to 3% by mass of Mn; 3% by mass or lower of Al; 0.005% by mass or lower of S; 0.005% by mass or lower of N; and a balance comprising Fe and inevitable impurities. The method for manufacturing the non-oriented electromagnetic steel plate is characterized in that a crystal particle diameter before the cold rolling is set at 100 μm or smaller, and the non-oriented magnetic steel plate is subjected to the finish annealing at which the steel plate is quickly heated at an average temperature rise speed of 100°C/sec up to a re-crystallization temperature or higher.
