PROBLEM TO BE SOLVED : To provide a steel material excelling in hydrogen-induced cracking resistance which can prevent occurrence of erosion of a continuous casting immersion nozzle refractory and nozzle clogging. SOLUTION : This steel material contains, by mass%, 0.03-0.10% of C, 0.1-0.5% of Si, 0.9-2.0% of Mn, ≤0.030% of P, ≤0.0025% of S, ≤0.005% of N, 0.0025-0.0055% of O, 0.010-0.11% of sol. Al, 0.0004-0.0050% of Ca, and 0.0010-0.0080% of a rare-earth element (REM), has a residual part comprising Fe and inevitable impurities, satisfies the following expressions (1) and (2), and excels in hydrogen-induced cracking resistance. 2 (%S)≤-{70(%Ca)+35%(%REM)+0.28}(%O)+0.8(%Ca)+0.27(%REM)+0.001≤2(%S)+0.002 (1), 0.5≤(%REM)/(%Ca)≤11.0 (2).
