PROBLEM TO BE SOLVED : To provide a manufacturing method of an earthwork material which achieves the effective utilization of an electric furnace reducing slag being an industrial byproduct, easily executed and uses a soil environment standard unfitted substance, that prevents (markedly reduces) the elution of heavy metals, especially hexavalent chromium over a long period of time, as resources, and the earthwork material. SOLUTION : The electric furnace reducing slag and the soil environment standard unfitted substance are mixed by a wet system to be ground so that the maximum particle size may be 100 μm or below and the mixed and ground matter is granulated or molded to manufacture the earthwork material in the manufacturing method of the earthwork material. Further, the earthwork material is based on the electric furnace reducing slag containing at least 50 wt.% or above of mayenite and 5 wt.% or above of oldhamite as constituent minerals and the soil environment standard unfitted substance.
