PROBLEM TO BE SOLVED : To provide a rare-earth magnet that enables compatibility between a high coercive force and a high residual magnetic flux density, and a method of manufacturing the same. SOLUTION : In the rare-earth magnet, a layered grain boundary phase is formed on a portion of a grain boundary of Nd2Fe14B, which is a main phase of an R-Fe-B (R is a rare-earth element) based magnet, wherein the grain boundary phase contains a fluoride compound, the thickness of the fluoride compound is 10 μm or less or the thickness of the fluoride compound is not less than 0.1 μm and not more than 10 μm, and a coverage of the fluoride compound over a main phase particle is 50% or more on average. After forming the powder of fluoride compound formed into a plate-like shape in the grain boundary phase into the shape of a layer, the layered compound is melted in a vacuum at a predetermined temperature and then quenched, or the main phase and the fluoride compound are heated and pressed to be formed into the shape of a layer along the grain boundary phase, and thus, the rare-earth magnet is manufactured.
