PROBLEM TO BE SOLVED : To provide a method of manufacturing electrode foil capable of readily forming a metal oxide with a thin film, regardless of the size and the surface shape of a base material. ŽSOLUTION : In the manufacturing method of the electrode foil forming the metal oxide on the surface of a dielectric oxide film formed on the surface of valve action metal foil, the metal oxide is formed by utilizing the reaction of an equation : MaFbc-+dH2O→MaOd+bF-+2dH+that is generated, by allowing a fluorometal complex compound and/or a metal fluoride to exist in a solution. Here, M is one kind selected from among a group of Ti, Zr, Si, Nb, Ta, Hf, In, Sn, and a rare earth element, a, b, c, d are coefficients, ma=b-c=2d is established, where m is the oxidation number of the metal M, and the relation a>0, b>0, c≥0, d>0 is satisfied.
