PURPOSE : A fuel cell cold-starting device and a method are provided to prevent the icing phenomenon of water generated from a cathode of the fuel cell, by increasing the temperature of air supplied to a stack using the adiabatic air compression. CONSTITUTION : A fuel cell cold-starting device using the adiabatic air compression comprises the following : an air blower(70) supplying air to a cathode of a fuel cell stack(10); an air interception valve(80) installed on the outlet of the cathode; a temperature sensor(50) installed on the fuel cell stack to sense the temperature of the stack; and a distributing valve(60) installed on the outlet of the cathode. The distributing valve is closed while opening the air interception valve to increase the temperature of the air.
