The device has a coupler (4) intercalated between an arm and a pivoting tool, and provided with a hydraulic handle (8) to selectively occupy locking and unlocking positions. A mechanical security unit comprises a movable counterweight (9), whose position is governed by earth-gravity regardless of orientation of the coupler and the tool. The counterweight is positioned and conformed with respect to the hydraulic handle to uniquely occupy a retracted position during orientation of the coupler corresponding to a working position or resting position of the tool fixed at the level of ground.
