PROBLEM TO BE SOLVED : To provide a rare earth complex having high brightness and a long life, and to provide a fluorescent medium, a light-emitting medium, a security medium and a lighting device using the complex. SOLUTION : The rare earth complex contains a plurality of rare earth ions, and a phosphine oxide ligand, and the phosphine oxide ligand has a molecular structure represented by formula (1) (wherein, m, n and o are each an integer of ≥1; R1 to R6 are the same or different and each saturated hydrocarbon which may be substituted, aryl which may be substituted, heteroaryl which may be substituted or aralkyl which may be substituted, and neighboring R1 and R2, R3 and R4 or R5 and R6 on the same phosphorus atom may form a ring by bonding to each other).
