PROBLEM TO BE SOLVED : To provide a rare earth oxide fluorescent material being a plate-like crystal, from which a thin film is easily obtained, to provide a thin film using the same, and to provide methods for producing them. SOLUTION : The rare earth oxide fluorescent material using a rare earth oxide as a host is represented by formula : (R)2O3 ((R) is functional site), and in the (R), an RE element and an M element different from the RE element and constituting a luminescent center are dissolved to form a solid solution, wherein the RE element is an element selected from the group comprising trivalent rare earth elements and the M element is an element selected from the group comprising trivalent rare earth elements and Bi.
