PROBLEM TO BE SOLVED : To provide a magnetic recording medium including a protective layer, capable of being made thin while improving its durabilities, such as the sliding resistance and corrosion resistance, and also to provide a method of manufacturing the same. SOLUTION : This perpendicular magnetic recording medium 100 has at least a magnetic recording layer 122 and a protective layer 126 formed in this order on a base 110. The protective layer 126 contains rare gas atoms on its surface side, and its measured results in the Raman spectroscopy shows that Dh/Gh is 0.78-0.96, and B/A is 1.31-1.34, when making Gh represent the G peak height of the protective layer in the Raman spectroscopy of the protective layer 126, Dh the D peak height, B the intensity of the background containing G peak fluorescence, and A the peak intensity excluding G peak fluorescence.
