PROBLEM TO BE SOLVED : To provide a rare earth silicate phosphor for backlight that has nearly the same luminance as a conventional green phosphor under excitation of an ultraviolet ray of 180-300 nm and has a short afterglow time, and to provide a cold-cathode fluorescent lamp which attains excellent dynamic image characteristics when used as backlight of a liquid crystal display, or the like, in a high luminous flux, and a color liquid crystal display device.SOLUTION : This Tb-activated rare earth silicate phosphor includes at least Tb, Si and O, emits under ultraviolet excitation with a 1/10 afterglow time of ≤5 ms, and preferably has the composition formula : (TbxCeyLn1-x-y)2O3-nSiO2 (wherein Ln represents at least one rare earth element selected from among Y, La and Gd, and x, y and n are each a number which satisfies following conditions of 0.03≤x≤0.40, 0
