Provided is a polyvinyl alcohol polymer that has better water solubility than existing polyvinyl alcohol polymers, has a high cloud point even for a partially saponified polyvinyl alcohol, and has the group represented by general formula (I) as an end group and/or has the group represented by general formula (II) in the main chain. (In the formulas, R represents a hydrogen atom or an OM group, and M represents either a hydrogen atom, an alkali metal atom, a 1/2 alkaline earth metal atom, or an ammonium group.)
