Disclosed are a method and an apparatus for removing harmful substances such as carbon monoxide, carbon dioxide and particulate substances from a gas discharged by an internal combustion engine or an incinerator without using a catalyst containing a rare metal. The method for removing harmful substances is a method for removing harmful substances in a gas, which comprises a pretreatment step C wherein a gas containing harmful substances is ionized; a burning step E wherein the harmful substances in the gas are burned by heating the gas containing the harmful substances; a harmful substance removal step B wherein the harmful substances are removed by discharging the gas containing the harmful substances, in the form of fine bubbles, into a liquid containing at least hydroxyl ions; and a deodorizing/ antibacterial treatment step D wherein the odor of the gas is removed and activity of viruses in the gas is suppressed by passing the gas through a filter which contains at least catechin.
