PROBLEM TO BE SOLVED : To provide an optical fiber and an optical-fiber amplifier that can be readily manufactured and allows full amplification of a signal light that propagates in a core part. SOLUTION : The optical fiber 10 includes a core part 11, poed with at least one kind of rare-earth element; a first cladding part 13 covering the core part 11 and whose cross-sectional outer-periphery is circular; and a second cladding part 14, covering the first cladding part 13 and having a lower refractive index than that of the first cladding part 13. The refractive index of the core part 11 is higher than that of the first cladding part 13; and in the first cladding part 13, the refractive index is reduced from the core-part 11 side toward the second-cladding-part 14 side, while the gradient of the refractive index is increased, from the core-part 11 side toward the second-cladding-part 14 side.
