SOLUTION : This protecting construction comprises a water-barrier sheet 3 laid on the ground of an earth filling and disposal facility or the like, a plurality of waste tires 9 placed at certain intervals on the water-barrier sheets, water drain pipe 5 penetrated through a plurality of waste tires, and waste tire chips 10 filled around the water drain pipe.
