PROBLEM TO BE SOLVED : To provide a dielectric ceramic composition having long life under high temperature load and excellent DC bias characteristics. SOLUTION : The dielectric ceramic composition containing BaTiO3 and containing BaZrO3 and rare earth (R) oxide as auxiliary components, has a surface diffusive particle comprising a non-diffusive phase and a diffusive phase. The concentration of Zr and R are measured to a micro-region in the diffusive phase, and an aggregate of a micro-region where the concentration of R is larger than the concentration of Zr is defined as a first region and an aggregate of a micro-region where the concentration of Zr is higher than the concentration of R is defined as a second region. In the first region, a region where the concentration of Zr is ≥1.0 atom% and <2.0 atom% and the concentration of R is ≥2.0 atom% and <3.5 mol% is defined as a first diffusive phase and in the second region, a region where the concentration of Zr is ≥2.0 atom% and <4.0 atom% and the concentration of R is ≥1.0 atom% and <2.0 atom% is defined as a second diffusive phase, the first diffusive phases 20b-24b exist nearer to the non-diffusive phases 20a-24a than the second diffusive phases 20c-24c.
