A device and method for the continuous treatment of liquid solutions, that uses a substantially hermetic cell. In the upper part of said cell, there is an inlet aperture and two outlet apertures for the liquid solution. In the inside of the cell there are encapsulated rare-earth conducting components, thus forming a substantially closed one-way direction of flow. Said components form a conducting material that are connected electrically to a positive and negative electricity source acting as anode and cathode, characterised in that said electrodes are not sacrificed. A voltage is applied to the anode and to the cathode generating an electrical field. As the water flows in said direction, it gradually polarises and consequently the impurities gradually coagulate so that they can be separated in a single step.
