PROBLEM TO BE SOLVED : To provide a metal material with an electrical contact layer that reduces a use amount of rare metal which is a material for forming the electrical contact layer and enables application of press-mold processing without any risk of peeling of the electrical contact layer, and to provide a method of manufacturing the same. SOLUTION : The metal material 10 with an electrical contact layer includes : a metal substrate 1; an adhesive layer 2 which has a thickness of ≥5 nm and ≤100 nm and is composed of metal containing a metal component of one of titanium, niobium, tantalum and zirconium formed on a surface of the metal substrate 1; and the electrical contact layer 3 made of rare metal which has a thickness of ≥1 nm and ≤20 nm and is formed on a surface of the adhesive layer 2.
