PROBLEM TO BE SOLVED : To provide an inexpensive activated cathode which can be used even in a zero gap type cell as well as an electrolytic cell at a large current density. SOLUTION : In the cathode for hydrogen generation, in which a catalytic layer is formed on a cathode substrate, the catalytic layer contains at least three components of platinum, cerium and lanthanum in the amounts of 50 to 98 mol%, 1 to 49 mol% and 1 to 49 mol%, respectively, in the form of metal, metal oxide or metal hydroxide, and also a platinum group metal other than platinum is further added to the catalytic layer in an amount of 1 to 49 mol% in the form of metal, metal oxide or metal hydroxide, and these at least four components are made the essential components. By mixing the other rare earth (lanthanum) into the conventional rare earth component (cerium), while maintaining the conventional catalytic activity, the stability of the rare earth components can be simultaneously increased, and a cathode maintaining high stability even over a long period can be provided.
