PROBLEM TO BE SOLVED : To provide a mercury-free arc tube can obtain characteristics nearly equivalent to a conventional mercury-containing arc tube, and especially, greatly improve light intensity rise of a headlight. SOLUTION : For the mercury-free arc tube sealing in at least main light-emission metal halide and rare gas inside a compact airtight glass bulb 12 with electrodes 15a, 15b set in opposition, a clearness index value P2×W/ρ predetermined by a sealing density ρ of the metal halide, sealing pressure P of the rare gas, and the maximum input power W is to be 800 or more. Cloud (metal halide adhered) generated at a tube wall of the glass bulb 12 directly after start of lighting is cleared from an upper part, a top edge of a cloudy area at four seconds after lighting gets below a luminescent spot of the arc to have luminance beside the glass bulb 12 (in a lateral direction) increased, a time difference (shift) Δt of light intensity rise of the headlight against light flux rise is shortened, which not only satisfies the light intensity rise specification, but greatly improves light intensity rise characteristics.
