PROBLEM TO BE SOLVED : To provide a varnish of a fluorinated polyimide precursor, to which rare earth metal ions are added with high concentration, and to provide an optical waveguide amplifier using the same. SOLUTION : A material for optical doping is obtained by mixing salt of rare earth metal and a carboxylic acid compound or phenol compound in an organic solvent, and the varnish contains the fluorinated polyimide precursor.
