PROBLEM TO BE SOLVED : To provide a paint for forming an infrared ray shielding film hardly causing application film defects such as cissing and irregularity on application to a transparent base material surface of a resin film and the like, and to provide an infrared ray shielding material. SOLUTION : This paint is prepared by dispersing or dissolving fine particles of composite tungsten oxide, which is represented by a general formula MYWOZ (wherein M is at least one kind of element selected from H, He, alkali metals, alkaline-earth metals, rare earth elements, Mg, Zr, Cr, Mn, Fe, Ru, Co, Rh, Ir, Ni, Pd, Pt, Cu, Ag, Au, Zn, Cd, Al, Ga, In, Tl, Si, Ge, Sn, Pb, Sb, B, F, P, S, Se, Br, Te, Ti, Nb, V, Mo, Ta, Re, Be, Hf, Os, Bi, and I, W is tungsten, O is oxygen, 0.001≤Y≤1.0, and 2.2≤Z≤3.0) and has a hexagonal system crystal structure, a surfactant and a binder resin in a solvent. The infrared ray shielding material is composed of a transparent base material and the infrared ray shielding film formed on the base material surface by using the above paint.
