Disclosed is a backlight or illuminating device comprising a hot cathode fluorescent lamp (10) and a case (20). The hot cathode fluorescent lamp (10) is composed of a bulb (12), which is provided with a phosphor on the inner surface, and a filament (14) discharging thermal electrons. A rare gas containing a krypton gas is sealed inside the bulb (12), and the total pressure of the sealed rare gas is not less than 600 Pa. The ratio of the krypton gas in the sealed rare gas is not less than 80 mol%. By having such a constitution, the hot cathode fluorescent lamp has high efficiency.
