PROBLEM TO BE SOLVED : To provide a base station for reducing delay that may occur when a radio environment is deteriorated in which a terminal is installed. SOLUTION : The base station includes : a date rate arithmetic/management section which accommodates a terminal, connects communications between the terminal and other terminals, operates and stores a time-averaged date rate Rave of the terminal; a threshold arithmetic/management section which acquires a current communication data rate R of the terminal, operates and stores R/Rave; and a delay management section which performs delay reduction control on the basis of R/Rave.
