PROBLEM TO BE SOLVED : To provide an outflow oil-treating agent that is very friendly not only to an ecosystem but also to environments including a water circulation system on the earth, exhibits excellent performances for dispersing highly viscous fuel oil C and stably disperses heavy oil after emulsified.
