PROBLEM TO BE SOLVED : To provide a wet soil improver for making wet soil with high sodium chloride content, such as sea dredge soil, easily carriable and reusable as an earth material such as fill and backfill, by granulating in a short time and without performing treatment such as dehydration, and to provide a granulation method. SOLUTION : The wet soil improver comprises a water-soluble polymer obtained by polymerizing monomer component comprising a carboxy-containing monomer and a sulfone-containing monomer and an anionic group-containing compound having crosslinked structure, wherein the water-soluble polymer has 0.5-50 mol% constituent unit of a sulfone group-containing monomer based on whole constituent units of the water-soluble polymer.
