PROBLEM TO BE SOLVED : To grip an old cable only when the old cable is cut by some rare accident. SOLUTION : The down-lock block 1 is constituted of : a support frame 2 fixed with a pressing body 26 at its upper part; a support roller 31 rotatably pivoted to the support frame 2 around the horizontal axis; a lifting plate 41 fitted and engaged to the support frame 2 so as to be freely liftable and fixed with a pressing body 43 at its lower end; a pair of refracted links 5 pivoted to the support frame 2 and the lifting plate 41 so as to be freely turnable; an urging means 6 that is arranged between the support frame 2 and the refracted links 5 and urges the pressing bodies 26, 43 in the direction where they separate from each other; a hanging member 7 connectable with the pulley via a hanging cable; and a pair of tension cables 8 that are connected to the hanging member 7 at their one-side ends, and connected to the refracted links 5 at the other-side ends. When tension generated by the own weight of the tension cable acts on the tension cable 8, the lifting plate 41 is lifted to the support frame 2 against the energization force of the energization means 6, and the power cable is gripped between the pressing bodies 26, 43.
