This invention provides a light-emitting composition which can enhance luminous flux of the fluorescent lamp, improve tube end chromatic aberration and luminous flux maintenance factor, and reduce production cost; and a phosphor coating liquid for the fluorescent lamp. A fluorescent lamp uses a fluorescent film formed by a phosphor coating liquid for lamp or light-emitting composition made from adding and mixing a carbonate compound with phosphor for UV light excitation or a phosphor coating liquid containing a binder and a phosphor for UV light excitation dispersed in the binder.
