PROBLEM TO BE SOLVED : To provide a method for improving problems in a conventional method for forming an insulating film on a magnet, wherein it is difficult to achieve a sufficient improvement in magnetic characteristics due to unevenness of a coating film, an extended time and a higher temperature in a heat-treatment process, etc. SOLUTION : A treating solution is applied onto a magnetic substance chosen from a magnetic powder, a magnetic metal plate and a magnetic metal plate block, wherein the treating solution comprises a solvent essentially comprising alcohol and a fluoride of a rare earth or alkaline earth metal dispersed in the solvent.
