PROBLEM TO BE SOLVED : To make it possible to drive a direct heat supply-type deformation reaction of hydrogen at ordinary temperature so as to realize a self-reliance type on-site deformation type fuel cell system which requires no supply of energy from the exterior. SOLUTION : As an oxide which contains an activated metal and a rare earth element which is variable in oxidation number, an oxide CeO2 or Pr6O11, a composite oxide of Ce and Zr, or a composite oxide of Ce, Zr and Y is activated with a reductive gas at a high temperature to introduce an oxygen defect. When a reaction gas including hydrocarbon and oxygen is passed through the catalyst at a low temperature, the oxygen defect reacts with the oxygen to return to the original oxide. This reaction is an exothermic reaction, and consequently the catalyst itself is heated. By this, the combustion reaction of the hydrocarbon proceeds, and the catalyst layer is further heated. Accordingly, a deformation reaction proceeds to generate hydrogen. Thus, a hydrogen-manufacturing reaction can be driven at a low temperature, in particular, at ordinary temperature.
