PROBLEM TO BE SOLVED : To provide a rare earth vanadate phosphor having a good maintenance factor of paste baking luminance and dispersibility, and to provide a vacuum ultraviolet-excitable light-emitting device using the phosphor. SOLUTION : The rare earth vanadate phosphor in which general formula is represented by the following formula : (Ln1-aEua)(V1-bPb)cO(3+5c)/2-dA2O (wherein, Ln is at least one kind of element selected from among Y, Gd, La, and Lu; A is at least one kind of element selected from among Li, Na, and K; 0.005≤a≤0.2; 0≤b<1; 0.95≤c<1; and 0.000005≤d≤0.0003) has high emission luminance and the good maintenance factor of the paste baking luminance and dispersibility. Thereby, a light-emitting device having excellent emission characteristics and coating characteristics can be provided by using the phosphor in the light-emitting device (vacuum ultraviolet-excitable light-emitting device) such as a plasma display, a high-load fluorescent lamp, and a rare gas discharge lamp.
