PROBLEM TO BE SOLVED : To provide a fuel reformer including a fuel cell in which an apparatus and a control system are simplified, while maintaining the reforming performance. SOLUTION : The fuel-reforming apparatus is provided with a combustion catalyst 3 and the following catalyst 4 of reforming in a gas stream. The carrier of the catalyst 3 consists of one or both components selected from a rare earth element/β-alumina and the rare earth element/β-alumina precursor and supports a precious metal. The catalyst 3 whose combustion temperature is higher than that of the conventional catalyst supplies a hot gas to the reforming catalyst 4 whose heat content drives the reforming reaction.
