PROBLEM TO BE SOLVED : To provide a permanent magnet which has a high corrosion resistance and weather resistance without a protection film with Co added, and has a high holding power and high magnetic characteristic; and to provide a permanent magnetic manufacturing method which can manufacture the permanent magnet in a high productivity and low in cost. SOLUTION : The permanent magnet manufacturing method includes a film forming process which forms a film of at least one of Dy and Tb at least on a part of the surface of the sintered magnet using a sintered magnet of a predetermined shape, of iron/boron/rare earth element without containing Co; and a diffusion process which carries out a heat treatment on the sintered magnet at a predetermined temperature to diffuse the film of at least one of Dy and Tb formed on the surface of the sintered magnet onto the crystal grain boundary phase.
