PROBLEM TO BE SOLVED : To provide an optical information recording medium which has excellent characteristics such as write/read, C/N, low jitter, recording sensitivity, reflectance and environmental resistance, and is applicable to an optical disc of a next-generation type, and a useful sputtering target for forming a recording layer of the optical information recording medium.SOLUTION : This optical information recording medium has the recording layer 4 with a recording mark formed by irradiation with a laser beam. The first embodiment of the recording layer 4 consists of an Sn base alloy containing 1 to 15 atomic% rare earth elements, and the second embodiment consists of the Sn base alloy containing 50 atomic% or less In and/or Bi, in addition to the described elements.
