PROBLEM TO BE SOLVED : To provide a developer carrier and a developing device that can suppress a decrease in conveyance quantity of a developer due to changes over time and prevent an image from being uneven and to provide a process cartridge and an image forming apparatus. SOLUTION : The image forming apparatus is equipped with the process cartridge. The process cartridge is equipped with a developing roller 115. The developing roller 115 is equipped with a magnet roller 133 and a developing sleeve 132. The magnet roller 133 is fixed. The magnet roller 133 has a roller body 140 and magnet blocks 141a and 141b embedded in the roller body 140. The magnet blocks 141a and 141b contain rare earth elements. The magnet block 141a forms a development area 131 on an external surface of the developing sleeve 132. The attenuation rate of normal-line-directional magnetic flux density of the magnet block 141a is not less than 40%.
