PROBLEM TO BE SOLVED : To provide the stable and high-performance activation cathode free from the conventional defects and smart in shutting off the current and to obtain the method for producing the cathode suitable to mass production. SOLUTION : This activation cathode has the coating film consisting of the ruthenium oxide formed by pyrolysis, nickel and a rare-earth metal on the surface of a metallic substrate in a cathode used in the electrolysis of an alkali metal halide using ion exchange. This activation cathode suitable to the electrolysis of an alkali metal halide using ion exchange is produced by applying a coating soln. formed by dissolving an org. ruthenium salt, a rare-earth metal complex salt and a nickel complex salt in org. solvent on surface of the metallic substrate and pyrolyzing the soln. in the air to form a coat consisting of ruthenium oxide, metallic nickel and an alloy of nickel and rare-earth metal.
