PROBLEM TO BE SOLVED : To obtain and to provide a fine-grained cemented carbide having excellent wear resistance, heat resistance and plastic deformation resistance, and further having excellent strength and toughness; and to provide a method for producing a rare earth element-containing fine-grained cemented carbide where a rare earth element originally easy to be oxidized is incorporated into a bonding phase without substantially oxidizing the same. SOLUTION : The fine-grained cemented carbide is characterized in that : the average grain diameter of WC is ≤1 μm; the content of Co is 2 to 13 mass%; a rare earth element is incorporated into a bonding phase mainly composed of Co; and the content of oxygen in the region where the rare earth element is present is 0 to 5 mass%. Further, the method for producing a rare earth element-containing fine-grained cemented carbide is characterized in that rare earth element-Co alloy powder in which the molar ratio between the rare earth element and the Co is 1 : 2 to 1 : 8.5, and further, the content of oxygen is 0.01 to 1 mass% is used.
