PROBLEM TO BE SOLVED : To provide an R-T-B based alloy as the raw material for a rare earth permanent magnet having excellent magnetic properties. SOLUTION : The R-T-B based (wherein, R is at least one kind selected from rare earth elements including Y; T is a transition metal(s) essentially consisting of Fe; and B is boron) alloy is a raw material used for a rare earth based permanent magnet, and in which the volume ratio of a region including an R2T17 phase with the average grain size of ≤3 μm in the minor axis direction is 0.5 to 10%.
