PROBLEM TO BE SOLVED : To provide a dielectric ceramic composition having a specific dielectric constant εr of ≥200, a temperature characteristic τε of the dielectric constant of ≤200 ppm/K, and an excellent Q characteristic. SOLUTION : The dielectric ceramic composition has a basic compositional component represented by aMO-bLiO1/2-cBiO3/2-dREO3/2-eTiO2[wherein M is at least one kind selected from Ba, Sr, Ca and Mg; RE is at least one kind selected from rare-earth elements; and a+b+c+d+e=100(mol%)]. a, b, c, d, and e are 10≤a≤25, 10≤b≤20, 8≤c≤15, 2≤d≤10, 50≤e≤60, and 0.65≤b/(c+d)≤1.0. Mn is contained by 0.1-10 mass% in terms of MnO2, preferably by 0.1-3 mass%, and more preferably by 0.1-0.5 mass%. Alternatively, MgO is contained by 0.1-5 mol%, and preferably by 0.1-3 mol%.
