PROBLEM TO BE SOLVED : To satisfactorily improve high rate discharge characteristics at low temperature in an alkaline storage battery in which a hydrogen storage alloy is used for a negative electrode, to suppress the occurrence of cracks in hydrogen storage alloy particles due to charge/discharge and resultant pulverization, and also to prevent deterioration in cycle life. SOLUTION : As the hydrogen storage alloy for alkaline storage battery used for a negative electrode 2 of an alkaline storage battery, a hydrogen storage alloy which contains at least rare earth elements, nickel, magnesium and aluminum, wherein the respective proportions of nickel, aluminum and magnesium to the total quantity of rare earth elements are higher in the surface than in the inner part, is used.
