PROBLEM TO BE SOLVED : To provide a solid electrolyte body capable of suppressing volume expansion in a reducing atmosphere, and a fuel battery cell capable of preventing warps or cracks. SOLUTION : This is composed of a polycrystalline body in which ceria based crystal particles containing a rare earth element RE (except Ce) are aggregated, and as for the valence of Ce in the ceria based crystal particles, 4-valent Ce becomes main in the center part and 3-valent Ce becomes main on the surface, and by this, the volume expansion in the reducing atmosphere can be suppressed.
