PROBLEM TO BE SOLVED : To provide a fish-luring device which has such movements as instigating the curiosities of fishes, can gather many fishes, does not cause the pollution of oceans, and is friendly for the earth as a living matter. SOLUTION : This fish-luring device 1 in whose casing 10 a light-emitting means 2 and an electric source portion 3 for supplying power to the light-emitting means 2 are received is characterized in that the light-emitting means 2 includes a plurality of light-emitting portions 6 and a control portion 7 enabling the light emission of the light-emitting portions 6. The control portion 7 of the fish-luring device 1 is composed of a first circuit 8 for producing and outputting clock signals by energization and a second circuit 9 for receiving the outputted clock signals to change count values and sequentially controlling the operated light-emitting portions 6.
