PROBLEM TO BE SOLVED : To provide a catalyst for cleaning exhaust gas which has excellent performance for removing NOx even when the temperature of exhaust gas is low. SOLUTION : The catalyst 1 for cleaning exhaust gas has a carrier base material 10, a first catalyst layer 11 which is formed on the carrier base material 10 and contains a NOx storage material consisting of a compound oxide of at least one of an ionic alkali metal element and ionic alkaline-earth metal element but does not contain a noble metal and a second catalyst layer 12 which is formed on the first catalyst layer 11 and contains the noble metal but does not contain the compound oxide.
