PROBLEM TO BE SOLVED : To provide a thick steel plate having excellent weldability and low temperature toughness in which the increase of strength and functionality and the reduction of cost can be attained by increasing the amount of Mn to be added and reducing the amounts of Ni and Cu to be added. SOLUTION : The thick steel plate has a composition comprising, by mass, 0.01 to 0.14% C, >1.60 to 3.00% Mn, and C and Mn satisfying C+Mn/20≤0.22% and Mn≥2.30-10C(%), comprising P : 0.020-0.04(C+Mn/20)(%) or below, S : 0.015-0.04(C+Mn/20)(%) or below, and ≤0.005% O as well, and further comprising one or more kinds selected from the group consisting of ≤0.50% Si, ≤0.060% Al, ≤0.025% Ti, ≤0.0060% Ca, ≤0.0100% rare earth metals and ≤0.0050% Mg, and the balance iron with inevitable impurities.
