PROBLEM TO BE SOLVED : To provide a phosphor having a composition of a rare earth aluminum-gallate having high emission intensity, and a light-emitting device using the phosphor. SOLUTION : The phosphor having a composition of a rare earth aluminum-gallate contains at least one rare earth element Ln selected from the group consisting of Y, Gd, La, Lu, Sc and Sm, at least one group 13 element selected from Al and Ga, and Tb, Ce and Eu. When a total molar ratio of 5 of Al and Ga is set as a reference, a total molar ratio of Ln, Tb, Ce and Eu is 3; the molar ratio of Tb is a product of 3 and a variable a; the molar ratio of Ce is a product of 3 and a variable b; the molar ratio of Eu is a product of 3 and a variable c; the molar ratio of Ga is a product of 5 and a variable d; the variable a is 0.25 or more and less than 1; the variable b is 0.008×10-2 or more and 1.5×10-2 or less; the variable c is 0.012×10-2 or more and 2×10-2 or less; and the variable d is 0 or more and 0.85 or less.
