PROBLEM TO BE SOLVED : To provide a method for enhancing insulating properties of a rear earth system permanent magnet. SOLUTION : On the basis of a film which is formed on a magnet surface, has constituents consisting of alkali silicate and an organic resin, and has the organic resin having the content of 0.1 wt% to 50 wt% with uniform dispersion; water insoluble fine particles having a mean particle size of 0.1 μm to 30 μm are dispersed and held with the content of 0.1 wt% to 50 wt%.
